Dated 28/ 10/ 97 F.No. 434/ 54/ 95-Cus.IV Government of India Ministry of Finance Department of Revenue Central Board of Excise & Customs, New Delhi Subject: Simplification of procedures of setting up ICDs / CFSs. I am directed to refer to Board's Circular No. 133/ 95-Cus. dated 22- 12-95 issued from File No. 434/ 54/ 95-Cus.IV on the above subject. The matter has been re-examined in the Board on representation from Ministry of Commerce. It has been decided to rescind para 7 of the Circular. However, to cope up with any emergency pertaining to import and export the Commissioners are authorised to declare, temporarily, any place in the jurisdiction of a port or airport as a Customs area for loading or unloading of the goods under Section 8(b).
