F. No. 523/25/83-Cus. (TU) 30-09-85 Sub: - 100% Export Oriented Units - Special facilities for Green Card Holders – Regarding I am directed to invite your attention to the instruction issued under Board's Letter F. No. 523/25/83-Cus. (TU) dated 13/04/1983 on the above subject. 2. It has been brought to the notice of the Board that Green Card Holders do not always get the intended priority in matters of clearance of their goods etc., Chairman has desired that the earlier instructions dated 13/04/1983 should be reiterated to all the concerned officers and staff of your Customs House/Collectorate. He has also desired that Collectors should maintain a record of specific instances of assistance asked for by the Green Card holders and assistance provided to them. To facilitate a useful study, quarterly report may be submitted by you to Director (O&MS) giving details of the assistance asked for and the assistance provided to Green Card holders. The Directorate of O & MS would consolidate this information for evaluation and report to the Board. 3. I am also directed to reiterate that the 100% EOUs which are issued with the Green Card should be given priority treatment, inter alia, in matters of import of capital goods, raw materials, components etc., provision of bonding facilities, expeditious customs clearance for the goods imported by them etc. As suggested in the earlier instruction, you may designate an officer of the appropriate rank in your Customs House/Collectorate who would deal with matters relating to the aforesaid scheme and whom the Green Card holders can approach in case of difficulties. 4. A report on the subject may be sent early for information of the Chairman.
