Circular No. 104/95 Dated 28/9/95 F.No. 478/19/94-LC Government of India Ministry of Finance (Department of Revenue) Central Board of Excise and Customs, New Delhi Subject: Import of Used Rubber Tyres/ Tubes - Regarding. I am directed to say as per Para 27 of the Handbook of Procedure on Import and Export, used rubber tyres and tubes can be imported without a licence provided the rubber tyres is cut in bead wire and used rubber tubes are cut into two pieces. The Automotive Tyres Manufactures Association has alleged that certain consignment of radial tyres have been permitted to be imported in the form of scrap in disregard to the provisions of the Import Export Policy. All the field formations under the jurisdiction may be suitably advised to strictly follow the interpretation of the provision of the Import Policy relating to import of used tyres and tubes.
