Subject: Clearance of Livestock and livestock products by diplomatic personnel/missions – regarding. Please refer to the Board’s Circular No.13/2007-Customs dated 2.3.2007 and the instructions vide letter of even number dated 11.4.2007. issued guidelines The Chief of Protocol, Ministry of External Affairs has informed that 2. they have to all Diplomatic Missions/Posts and International Organisations based in New Delhi vide their Note Verbale No.DVI/451(2)/2/06 dated 9.8.2007 about the requirement of import licence from the Director General of Foreign Trade (DGFT) based on the recommendations of the Ministry of Agriculture, Department of Animal Husbandry, Dairying and Fisheries (DAHDF) for import of livestock and livestock products (copy enclosed). You may be aware that import policy licensing notes require that an 3. application for grant of license for import of animals, birds and reptiles (including their parts and products) may be made in the Form given in Appendix 8 of the Handbook Of Procedures Volume-I to the DGFT along with the recommendations of the DAHDF or the concerned State Governments or the Chief Wildlife Warden of the State concerned, as the case may be. Further, the standard procedure of referral to Quarantine Authorities as circulated in the aforesaid letter dated 11.4.2007 should also be strictly followed. 4. The above procedure would ensure that import of livestock and livestock products have been duly verified for its conformity with the provisions of Livestock Importation Act, 1898 and to prevent the ingress of diseases through such imports into the country. As such measures are being taken in the interest of animal and human health of the country; it may be ensured that all consignments of livestock and livestock products imports are invariably referred to the Animal Quarantine Officers before Customs clearance of goods.
